Project for the enhancement of marine pollution prevention and control system and for the assessment

This report has gathered information on domestic and international emerging marine industries for the analysis of possible pollution characteristics of these emerging industries so a s to propose amendment to "Classification of substances for marine disposal of ". In response to climate change, domestic adaption policies for ocean and seashore environment were drafted following international trends. The recommendations for the modification of 5 relevant regulations, such as modifications to the operation directions fir the approval of the public or private premises engaged in oil conveyance were made. IMO emergency response training courses were compiled to propose domestic short, medium, and long-term training program. After checking 10 public or private premises permitted for conducting oil conveyance or sea dumping, recommendations were proposed for the revision of templates of oil conveyance permit, sea dumping permit and audit guidelines for environmental monitoring plan were proposed. The auditing results suggested that relevant operators should improve their awareness of emergency plan, emergency notification and response measures. In order to propose adequate domestic green-port management structure and evaluation indexes for commercial harbor, industrial ports and fishing ports, the most updated information on international green-port promotional strategies and development trends was collected as well as domestic green-port promotional status was investigated with key measures of domestic water resource and waste management analyzed. A total of 10 ports were interviewed and a discussion meeting was held to collect relevant opinions and recommendations. A performance evaluation program of marine pollution prevention plan for ports was developed to assess the environmental cleanliness and the effectiveness of the operation of oily water and waste reception facilities. This project also assisted EPA to conduct the evaluation of 9 commercial harbors and to compile the evaluation results. Based on international shoreline cleanup assessment technologies, domestic operation procedure of oil pollution investigation on the seashore was drafted to help relevant authorities conduct coastal oil pollution cleanup activities. The database of biological resource index of sea turtles was created. The biological information required for marine pollution contingency plan and the display mode were planned. The 2010 Marine Pollution Prevention Audit Plan was carried out with auditing criteria proposed. The desk top review in the first stage auditing compiled the scores and opinions given by the members of auditing committee. In the second stage auditing, on-site inspection was organized. The auditing criteria, benchmarking and associated weighting table are hereby proposed for the next annual auditing plan.
